On June 19, 2000, the Chief Judge of the Court of Appeals formed the Pretrial Release Project Advisory Committee.

The Committee studied pretrial release procedures in Maryland. Improvements recommended by the Committee included the establishment of a statewide pretrial agency; guaranteed legal representation for the accused at initial appearances; alternatives to prolonged pretrial detention; and additional training and education of judicial personnel.

On October 11, 2001, the Committee issued its report.
